The bill (Reg. No4707) is aimed at the implementation
of clauses 33 and 303 of the United Nations Convention on the Law of the Sea of
1982, ratified by the Law from June 3, 1999 regarding status and regime of
adjacent zone and also protection regime of archeological and historical
objects in adjacent zone, found in the sea. The bill supplements the Law "On
State Border of Ukraine" with new clause to define the term ‘adjacent zone of
Ukraine´ and reveals its principles.
The Committee members agreed with the necessity to perform the mentioned above implementation of international norms in Ukrainian legislation though focused the attention to the unsuitable mechanism of the implementation chosen by the author and also on the necessity of legislative regulation of the order and procedure of mentioned norms implementation. According to the People´s Deputies the mentioned implementation shall be performed in the principles of the Law "On the Sea Economic Zone of Ukraine."
